AP Finance Memo: Ministry of Finance is working on major reforms in payment of government bills in AP. There have been significant changes in the bills paid to contractors and vendors. The tradition of expanding the outstanding amount in the next financial year is changed every year. On 9 April, major orders were issued that pending bills would be canceled at the end of the financial year.
The Finance Department has abolished the transportation bills pending in AP. It has canceled the policy of transferring pending bills to reduce the burden of rising bills. This means that contractors will have to register new bills that year.
There is no cost for income …
Generally, the Finance Department has to pay bills to pay for it. Additional funds are also required to pay for the cost of different requirements. The AP annoyance for the financial year 2023-24 was Rs 1.74 lakh crore.
In 2024–25, revenue of about Rs 20,000 crore decreased. In 2025-26, the budget estimate was estimated at Rs 3.25 lakh crore. There is a serious difference between real income returns for this. The government is providing some part of this deficit in the form of loans.
Additional cost increase…
On the other hand, the cost of the government is Rs. Governments in AP have always been able to spend the government’s policies in accordance with budget estimates. In the past, money was released every year in four quarters. Funds will be issued for the first two quarters of the financial year as per the revenue. Currently, there is a need to implement the political budget between income and expenditure.

The bills of any department will be transferred to the next year if the payment was not made before the end of the financial year. There are also bills that have been delayed for four years. In the past, the old bills were given a new number and pending. This policy has been canceled. The pending bills were completely finished by next year.
Concern of contractors…
Usually the bill will be a long time to come on stage after completing the bill work. Malleshwar Rao, president of the AP Government Contractors Association, said it was a serious labor relationship to end all stages and repeat the bill. It is said that it is not possible to verify them in every workplace to register old bills.
Sources in the Finance Department say that the old bills of about Rs 25-30,000 crore are currently waiting for the payment of bills. If new bills are possible without additional allocation, new bills are not said to be possible. Contractors say that zero budget policy is being implemented to reduce the burden of the Finance Department.
Contractors have been in the past that the government’s decision to expire and confuse them is that its environment is unexpected.
