AP MPDOS: Changes in appointment of AP MPDVO, direct recruitment cancellation

AP MPDOS: The posts of Zonal Council Development Officer (MPDVO) in the state will be completed by direct recruitment. Inter cadre transfer will be implemented with compulsory training.

The state government has adopted reforms in the Panchayati Raj Branch. The policy of appointing Mandla Parishad Development Officers (MPDOS) will be canceled. MPDO will be promoted to feeder cadre employees. On January 22 this year, Commissioner Krishnateja held a meeting with the officials of the Panchayati Raj Department and the trade unions and took action for the improvement. As part of it, the service is being revised without differences in employees’ cadres.

Recently, Shashi Bhushan Kumar, Principal Secretary, Panchayati Raj and Rural Development Department, has issued a note. AP Panchayati Raj and Rural Development Services Rules -2001 asked the note to issue orders for the issue of relevant rules. The Minister of State has also approved the proposals in the note.

1. To confirm mpdvo and dlvos as the same cadre.

2. DVP (Ad Cadre) has been upgraded to the Principal of Development Officer (Deputy Director) and Panchayati Raj Training College in Deputy Commissioner (Additional Director).

3. Stop the policy of appointing mpdvo.

4. Introduction to direct appointment to DDVO/ Devop/ Deputy CEO (1/ 3rd option posts).

5. The zone has Evo (PR & RD) deputy MPDO.

6. According to the current section, 50 percent of the posts of JDP CEO will be handed over to IAS officers. When they are not available, Divisional Development Officer, District Panchayat Officers and Judge Deputy CEOs will be appointed through deputation. One third of the total posts will be assigned to them. In the absence of enough people, other government departments were able to handle deputation.

7. Implementation of inter-cadre transfer with compulsory training

Employees will be promoted as heads of office posts like MPDVO, DDVO, DPVO, CEO, etc. Foundation institutions training with Foundation Institutions training is required before being promoted. Therefore, the inter cadre should make a covenant to come in contact with other jobs before being promoted. Most of the vertical process in seniority should be avoided. It should be taken to simplify and make it rational.
