AP Sachivalaya: Rationalization in village and ward secretariats – division into 3 categories..! Major proposals are about to come out

AP Government is planning to get more good services from village and ward secretariat employees through rationalization. At some places there are more and at other places less village and ward secretariat employees. The government is ready to fix them by rationalizing them. Chief Minister Chandrababu reviewed it on Friday. Major decisions were taken.

Division into categories…

At present there are 11,162 village secretariats and 3,842 ward secretariats in the state. Of these, 1,27,175 people are employed. While this department is designed to have 10 staff in each secretariat, operations are being run with reduced staff in many areas. At some places the secretariat is working with 4 to 6 people. As part of rationalization, it is proposed to split them into multipurpose functionaries and technical functionaries.

Under the Village Secretariat, Panchayat Secretary, Digital Assistant, Welfare and Education Assistant, Village Mahila Police come under the multipurpose officer category. Apart from this, Ward Administration Secretary, Ward Education and Data Processing Secretary, Ward Welfare and Development Secretary, Ward Women Welfare Secretary will come to the Ward Secretariat.

Technical officials include Village Revenue Officer, ANM, Survey Assistant, Engineering Assistant, Agriculture Secretary, Veterinary Secretary, Energy Assistant under the Village Secretariat. Ward Revenue Secretary, Ward Health Secretary, Ward Planning Secretary, Ward Facility Secretary, Ward Sanitation Secretary, Ward Energy Secretary will come to the Ward Secretariat in the Technical Officer Department.

For population less than 2500, there will be six including two multipurpose officers and four technical officers. There are seven, including three multi-purpose officers and four technical officers, for a population of 2500 to 3500. 3501 and onwards the population will increase to eight which will include four multi-purpose officers and four technical officers.

If this rationalization is done, there will be 3,562 village and ward offices with six staff members each in an area with a population of less than 2,500. There are 5,388 village and ward secretariats with seven staff members in the area with a population of 2500 to 3500.

There are 6054 village and ward secretariats with 8 staff members in an area with a population of more than 3500. There will be a total of 15,004 village ward offices. In the review, the officials told these things to the Chief Minister.

Appointment of aspiring secretaries – Chief Minister’s orders

After the review, CM Chandrababu said… He suggested that one should be appointed as an aspirant secretary. He directed to take new technologies like AI and drones to the villages through them. The officials were ordered to start the program of providing services in terms of technology in the villages and wards through this Secretary.

Chandrababu suggested that every house should be geo tagged. There should be a secretariat in a population of at least 2500 or within a radius of 5 kilometers. It has been said that additional secretariats will be increased in agencies if needed.

“As per the system proposed earlier, there should be a total of 1,61,000 secretariat employees. But at present only 1,27,000 people are working. But currently the new system has the capacity to provide more services in less numbers. Effective utilization of existing services will provide better services. If the new policy is implemented, there will be an additional 15,000 secretariat staff. Among them, those who have technical knowledge should be trained and appointed as aspiring secretaries,” the CM suggested.

Chandrababu ordered that the process of collecting complete information regarding the ignorant people should be completed by the end of this month. Village and ward secretariats have been suggested to function as real-time governance offices. He said that the performance of the secretariats should be evaluated and rewarded accordingly.

CM Chandrababu gave clear instructions not to print photographs of the Chief Minister on the certificates issued by the secretariats. It was ordered that only the government logo should be on the certificates. The process of issuing Aadhaar to all children should be completed by 15 February 2025. It said that a survey should be conducted about people working from home in the state.
