AP Village Ward Secretariat: Classification of Secretaries, Order on Division of Staff – Important Factors
The state government has issued orders on the division of village and ward secretaries in the state. The state government has taken the decision on the basis of popularity. State Secretary, Bhaskar has issued orders to the State Governor.
Village and Ward Ministry was issued on Jio number 1. The orders have been issued with the approval of the Finance Ministry. The last government has established 11,162 village secretaries and 3,842 ward secretaries, a total of 15,004 village and ward secretaries.
This includes 11 people for each village secretariat and 10 employees for each ward secretariat. There are 1,30,694 employees in village and ward secretaries across the state. However, after the coalition came to power, the village and ward secretariats, which were last brought in by the Jagan government, decided to rejuvenate the system. As part of that, the government has issued orders.

- “The staff of the Village and Ward Secretariat were 1. Multipurpose Workers, 2. Technical Executives, 3. Aspirational Secretaries.
- Secretaries were organized into three types.
A) “A” category with population up to 2,500
B) “B” category with population of 2,501 to 3,500
sea) category “C” with a population of more than 3,500
3. staff allocation
A) Village and ward ministries with population less than 2,500 will have a minimum of 6 employees.
Bee) Village and Ward Secretaries have 7 employees with population ranging from 2,501 to less than 3,500.
Samudra) village and ward secretaries have 8 employees with a population of over 3,501.
d) The number of employees in secretaries may increase depending on population, economic activity and workload.
4. Aspiring incumbents should bring in developing technologies like Internet of Things (IoT), AI, drones and other deep-technologies. Among the staff appointed in secretaries, one of the latest technologies like IoT, AI and ML should be appointed as an aspirational functionality.
5. After the employees and rest of the employees, the rest of the employees will be deployed in other departments.
6. The Secretary of the Panchayat will be appointed as the head of the Village Secretariat and the Administrative Secretary will be appointed as the head of the Ward Secretariat.
7. Village and ward ministry system has been established. District Village, Ward Secretariat Office, Municipal Commissioner of Mandal, MPDO/Municipal Commissioner and Secretary at village/ward level.
8. The Secretary works as a hub to create a Knowledge Society with professional development, digital literacy, AI and MSMEs, facilities, food processing, marketing and employment.
9. To achieve the Golden Andhra Vision @ 2047, village and ward governance has been effectively implemented at the village and ward level,” the government said in the directions.
